关于平行结构中的省略

今儿又看OG语法的解释。。。又喵到这道题突然觉得这个考点其实一直不太明白
15. Warning that computers in the United States are not

OG解释说to可以省略因为已经明白了。。。
那我就不解了。。。啥叫已经明白。。。
那我还见过不省略to的呢。。。但我也明白啊。。。

to在这里可以省略也可以不省略。OG里面有这样的解释。
OG12 117题的解释里：
“While it is not essential to repeat to, the repetition elegantly reinforces the parallelism.”

EN ,我看过OG解释
不过我的问题是：有的情况下是不能省略的
那什么样子的情况下不能?

我认为，应该主要看第二个平行的对象有没有to，如果有，后面的平行必须要to，若没有，后面的平行必须没to
