为什么选D？为什么不是C， “ unforeseeable weather conditions, and pilot errors”不是和accidents更平行么？？

我理解，weather conditions that could not be foreseen，是做accidents的插入语的，可以忽略，所以结构应该是accidents and pilot errors 是but后面句子的主语。

1. 这里不是要一个并列，中间的插入语是一个名词的同位语从句，解释的名词要紧接修饰对象；

2. 另外句尾用they had anticipate中的代词，在句中没有指代。所以这个anticipate是一个没有提及的人所发出的，这里最好用被动。

3. foreseeable 是固有属性，weather condition are not forseeable说明这个这个weather condition谁都无法预测--张三不行，李四不行，云游也不行，地球上任何人都不行，再给一万年时间，一亿年时间，科技再发展，地球不复存在了都不行！！！Never ever!!!

weather condition that can not be foreseen只是说不能被某些人预测；可能是科学家，或者气象学家，也许是受制于于如今的科技水平，科学家不能预测，但是在过几年也许就can be foreseen了。It is possible!!

Dr. Zhu Kezheng(竺可桢) could't foreseen some weather conditions that can be foreseen nowadays.

我觉得这里是一个并列呢，The spraying of pesticides can be carefully planned, but accidents, weather conditions that could not be foreseen, and pilot errors often cause much larger deposits of spray than they had anticipated.
先是 but前后的并列，然后是but 后面accidents， weather conditions ，and pilot errors的并列
