According to public health officials, in 1998 Massachusetts became the first state in which more babies were born to women over the age of thirty than under it.
A. than
B. than born
C. than they were
D. than there had been
E. than had been born

如果选C，那么补充完整了不就是：more babies were born to women over the age of 30 than they were (born to women) under it.
than 后面的they 指代 babies，这样的话than 前后都是一样的结构不是更平行么？

首先，这句补齐后是：
According to public health officials, in 1998 Massachusetts became the first state in which more babies were born to women over the age of thirty than （ more babies were born to women ）under it.
看以看到比较部分的主more babies 谓 were born to 宾women都完全一致，其实比较的是宾补over the age of thirty vs. under it(it指代 the age of thirty )（此处是介词短语），所以根据比较结构的省略原则：完全一样的“主谓宾”可以省略而只留下宾补。故A选项最优。

你的问题：
如果选C，那么补充完整了不就是：more babies were born to women over the age of 30 than they were (born to women) under it.

答：比较结构的省略原则是：要么都补，要么都省，不可以只补出主语而省略谓语。如果谓语动词不同，则省略主语但补出谓语动词。
如果想省就省，想补就补，就没有原则可言了。
