Please give me some adivse, psu vs iowa state

I just got an offer from penn state, with scholarship $5000 per semester for four semesters. I applied on April 15.

also I got assistantship from Iowa State, but will need to pay tuition $2600 per semester, health insurance covered. the assistantship is for 10 hrs, so only $700/month.

Which one should I choose? I am in Iowa state now. Thanks!

I only have work experience in university. In China and then postdoc in USA. Does it matter?
