第一个题目是绝对不可以省略be的,注意分号.后面是一个独立的句子,will只是一个助动词单独放置是错误的.

第二个题目我想你应该明白了,这是一个句子.

比较结构谓语动词相同的省略中，一般只留助动词，如will, had（过去完成）, have（现在完成）, did, do, etc.

9中的BE如果省略，我认为可以。如：
But if United States companies do not do so, companies in other countries will.

但22中的E为何错？难道是因为它不如D简洁？
但如果在D中的WILL后加DO，我认为没有必要，读起来不爽。
