Are you sure you posted the whole question. I remember it was longer than this.

The stem is saying there are some people (opponents) of telescope program saying it can only benifit astronomers(not the public). Then it 上纲上线 to apply this view to the work of famous discovers.  

Basically the flaw is false comparison. There could many  more different aspects between mega telescope program and Maxwell, etc's program that resulted in their discoveries. Maybe indeed, the telescope program really will not benifit the public
