The sentence contains the structure of "so...that..", therefore A is incorrect.

"SO COLD"中不能理解成SO用于强调COLD，只能用于SO...THAT结构中吗？

没有错.原句是说冰很少融化,如果融化了(were it to do so),就会造成水面上升.
