you see, "permits" is parallal with "provides", and both are modifying "the labor agreement" you can't break that up
if you choose C, then who is "providing increased pension and blah blah blah"?

我觉得The labor agreement 同意减员,通过提供更高的退休金和特殊的退休程序来使这种减员加速.

provides 的动作发出者还是The labor agreement .

此题要具体理解题目的含义,从逻辑关系上来理解.因为staff reductions ,和increased pension benefits ,a special early-retirement program是2个同时发生的动作,需要and连接,再加上b选项上用provide和permit并列,比较明显是题目的解题线索.至于c为什么错，根据宏观规则,优先主动语态,被动语态一看到就可以cancel了.
