GMATSC中that is是否应该作为排除点

小弟不才，最近读OG12-13题目分析时发现，经常会说that is是冗长点，因此，就排除，比如
这个题目的疑问在于that is
总结that is题目：
（1）that is正确：
①Jazz pianist and composer Thelonious Monk produced a body of work that was rooted
②a phenomenon that is explained not just because of more expensive drugs but by the fact that doctors are writing（that is同位语）

（2）that is冗长，错误
①a phenomenon occurring not just because of drugs that are becoming more expensive but because of doctors having also written
②of different mental functions that are localized in different parts of the brain is widely accepted today （OG115）
③it is none that is more concentrated（OG4）
④the chemical that is irritating it（OG24）
⑤Laos has a land area that is about the same （OG43）

目前看来，that is如果修饰的成分做adj，一定是冗长，另外，如果其他选项同样部分，没有采用that is，说明这里就会出现冗长，当然如果that is在为划线部分或者本身不是形容词性，而是类似于一个同位语，其他成分，不用在意冗长

但是今天做prep模考发现这么一个题

The investigations of many psychologists and anthropologists support the generalization of there being little that is a significant difference in the underlying mental processes manifested by people from different cultures.

Aof there being little that is a significant difference
Bof there being little that is significantly different
Cof little that is significantly different
Dthat there is little that is significantly different
Ethat there is little of significant differences
排除法基本上马上确定是在DE，这个时候我直接用that is把D排除，就错了，小弟想问问that is是否应该作为一个排除点？这个题到底该如何解释？
