过去的一段时间，一般不能用现在完成时；而过去完成时则需要体现出过去的过去这个概念

答案A 请问如果没有明确时间的话，就不能选完成时么？

完成时一般不能在句子里单独使用，换句话说就是它需要一般现在时或者是一般过去时在一起搭配用。

完成时有两种情况，一是过去的动作延续到现在，二是过去的动作结束了，但它的影响延续到现在，这道题当中concerns 并没有一只lead到现在，它的影响也并不明显，所以就用过去时，而且有between 1876 and 1904, 算是一个小提示。

这题主要考的不是时态的问题，P.S.没有明确的时间提示可以用现在完成时，但没有明确的逻辑先后顺序不能用过去完成时。
这题主要考的是状语的放置位置between 1876 and 1904 ，首先排除DE用there be啰嗦了,B的between 1876 and 1904 修饰了sewer systems ，逻辑不符，同样的C中 between 1876 and 1904 修饰了led to ,逻辑不符。
只有construction才能历经从1876到1904

construction历经从1876到1904 也不就是 construction of three separate sewer systems 历经1876 到1904 吗？
我个人认为 of 和between 。。。and。。的前后顺序是颠倒的~我觉得B错的重点还是在它用了现在完成时，因为没有hint使用have led，1876 到1904年是个过去的概念，have led 是发生在过去，但与现在有关的概念。而且，现在完成时一般是与一般现在时或一般将来时连用的~基本不单独出现。不知道你们的看法如何？多多指教~

B中between 1876 and 1904 严格修饰的是 sewer systems ，而不是 construction of three separate sewer systems，时态问题可以挑刺，但此题不可作为判错标准
