但是我还是不是非常清楚，特别是AB中的with结构是不是正确的呢？

思路：
At和with之间的用法不同，动词形式的不同导致要看动作发出者；
选项：
a. WITH做伴随状语修饰电话线，电话线本身没有速度，潜在的意思是数据在一个速递下被传送；is和speeds不对应；
b. With的错误用法；
c. Higher用在程度之间的比较级，as用在同级里面，搭配错误；
d. That修饰speeds应该用复数，而且省略谓语就表示后面现在的速度也和前面的虚拟式保持一致；
e. 正确；

at 和 with都是preposition modifier,
那怎么确定at不是做伴随状语修饰电话线呢？
