I am looking for a self-motivated student who wants to
pursue a PhD in Computer Networking.
The MINIMUM requirements for PhD admissions are the
following: (a) GRE scores are required and are an important
factor for admission; (b) Three letters of recommendation; (c) An
undergraduate degree in an appropriate discipline with a minimum
GPA of 2.5 (on a 4.0 scale) or equivalent preparation; (d) A minimum
score on one of the following: 550 on the paper-based TOEFL, or 210
on the computer-based TOEFL, 80 on the internet-based TOEFL,
or 6.5 on the IELTS (for students whose native language is not English);
(e) A statement of purpose; (f) International students need to certify
their degree through WES or a similar organization; (g) satisfy the
pre-requisites for our PhD program.

The other material (GRE, TOEFL, transcript, certification, etc.) can be
submitted later.
Regarding transcript certification: if a student is very good, a faculty
member can request the university to forward his documents to the
department without the certification so that the department can make an
admission decision first. The university will wait for the certification
to make its decision and issue I-20. If the student comes here, I'll
reimburse the student the certification fee.
