这封邮件到底算不算是offer

申了Temple的Fox商学院下的Actuarial Science。等了快两个月，今天发来一封邮件，看了半天不知道是什么回事。内容大概如下：

Dear XXX（我的名字）

This e-mail is being sent to you based on your application for admission to Temple University for Fall Semester, 2013.

Please note that this e-mail is not an offer of admission.（这句话还特意黑体加粗了Though International Student and Scholar Services are not involved in the admissions process, we routinely contact applicants who are identified as nonimmigrants so that they are aware of our ability to assist them in obtaining student visas if they are admitted to degree programs at Temple University.

邮件接下来还说了好长一堆东西，全是什么学号信息，签证流程，还有housing的。完了还有一句We look forward to receiving your application and the opportunity to assist you in obtaining your goal of studying at Temple University.

请问各位同学这是个啥回事，听口气好像是要了我，但是加粗那句话又说这不是offer，不是offer你后面给我讲那么一堆签证，housing的东西干嘛，最后又说帮我实现我的目标。

各种瞎了，各位大神可以帮我解读一下这封邮件么。真的谢谢了。

不是的，我的GMAT注册邮箱也收到了。我也被他家录了，一月中旬出的结果，是发给中介的……
