13) In an attempt to improve highway safety, Prunty County last year lowered its speed limit from 55 to 45 miles per hour on all county highways. But this effort has failed: the number of accidents has not decreased, and, based on reports by the highway patrol, many drivers are exceeding the speed limit. Prunty County should instead undertake the same kind of road improvement project that Butler County completed five years ago: increasing lane widths, resurfacing rough highways, and improving visibility at dangerous intersections. Today, major Butler County roads still have a 55 mph speed limit, yet there were 25 percent fewer reported accidents in Butler County this past year than there were five years ago. Write a response in which you discuss what specific evidence is needed to evaluate the argument and explain how the evidence would weaken or strengthen the argument.
In this argument, the author considers that in order to improve highway safety, Prunty County should take the road improvement project as Butler County did.However, this argument is less convincing.With a number of specific evidence unclear, we are less likely to see that road improvement project will dissolve the highway safety problem of Prunty County.
By showing the number of accidents has not decreased, the author infers that lower speed limit makes no effort to the highway safety.However, this inference is less convincing.No information in the argument shows if those accidents are serious or not.Perhaps though the number of accidents makes less difference, the condition of the accidents are less serious than before.For example, before the lower speed limit taken into effort, almost every traffic accident cause hurt or even death.But now, only a few accidents cause hurt and no accidents cause death.If specific information shows that the outcomes of the accidents are less serious than before, this argument is more likely to be weaken.
The author claims that many drivers are exceeding the speed limit, which suggests the lower speed limit method is useless.However, the speed of these drivers is unknown.Maybe before this lower speed limit method put into effort, all the drivers drive their cars at 55 miles per hour.But since the method taken into effort, most drivers cut the speed of their cars to 45 miles per hour, though a few of them have a speed of 50 miles per hour. With that specific information, we are going to see that the speeds of the cars are actually lower than before. That means the lower speed limit method is actually effective.What is more, if after the method put into effort, the number of drivers who exceeding the speed limit becomes less, we should consider the usefulness of this method.Unless specific information shows us that the speed makes exactly on difference before and after the method taken place, this argument is going to be strengthened.
What is more, the author assumes that Prunty County is able to copy the method of Butler County and this method is going to be useful.However, the road condition of Prunty County may be different from that of Butler County.The road of Prunty County has just been built for 3 years and now in wonderful condition, so it is less necessary to repair them.For another reason, the budget of Prunty County's government could be extremely tough that it has no money to repair the road, since repairing the road could be very costly.Or maybe it is impossible to make the road into better condition, since the roads of Prunty County are on a tough terrain.
To sum up, this argument is never believable. Since lots of information unclear, we are less likely to make a wonderful choice for Prunty County . In order to make this argument more convincing, the author should provide more specific information. |
