大家怎样理解Duke这段话？

Do I need to submit an English as a Foreign Language Test?

The PTE, TOEFL or IELTS requirement is waived for international students who earned an undergraduate degree from a school whose primary language of instruction is English. In addition, the PTE, TOEFL or IELTS requirement is waived for international applicants holding a non-technical master's or a non-technical PhD degree from an institution where the official language of instruction was English.

我不是native speaker，理解也许有些出入。这里没说要在英语环境满几年，所以我suppose那些3+1，2+2也是OK的。然后关于 non-technical master，是不是可以理解为只有Master of Arts才可以啊？

写信去问最保险。我问过admissions office了，人家说把你的简历和在美国的成绩单传过来，他们case by case的review，来决定给不给免托福。

哈哈，这也行啊？我想起遇到过的一个手机店，某段时间打出广告：旧手机可以抵1500来买IPHONE 4S。我就兴冲冲地拿着我的破手机去了，结果人家说只有某几款的N成新以上的手机才可以抵扣1500，其他的手机要根据情况具体看。Duke是和这家店学的吧～～

I applied in 3rd round earlier this year and got rejected.

anyways, on the toelf waiver. I sent an email to the admission saying that I have a MS degree in US and have been living in US for 7 years. My request was granted.

如果是这样，我想这段话应该写成：申请人把相关留学及工作资料发给admission office审核，而不是草率地说哪些可以waive～～
