The following appeared as a recommendation by a committee planning a ten-year budget for the city of Calatrava.
The birthrate in our city is declining:in fact, last year's birthrate was only one -half that of five years ago. Thus the number of students enrolled in our public schools will soon decrease dramatically, and we can safely reduce the funds budgeted for education during the next decade. At the same time, we can reduce funding for atheltic playing fields and other recreational facilities. As a result, we will have sufficient money to fund city facilities and programs used primarily by adults, since we can expect the adult population of the city to increase.
Write a response in which you discuss specific evidence is needed to evaluate the argument
The argument is well presented and appears to be relatively sound at first glance. In the argument, the author recommendates that reducing funding budgeted for education and put these funds into athletic playing fields and other recreational facilities. To uphold this recommendation, the speaker cited the evidence that last year's birthrate was one-half of five years ago in the city and then the amount of students enrolled in the public schools will decrease. However, a close scrutiny the assertion reveals that it is rife with holes and much more evidence is needed to present.
Initially, as we know, the term "birthrate" refers to the ratio about the number of birth lives in certain area to the total population in that area. And there is scant evidence about the actual number of people in the city. We can confidently believe that it is the significantly increase in the number of adult population last year who may immigrate from other cities that lead to the decrease in birthrate, however the number of birth lives still steady or even increase. If this is the case, the author's conclusion that the number of students enrolled in our public schools will decrease is unreasonable.
Furthermore, even if the amount of the birth lives do decline, I still remain unconvinced about the speaker's conclusion because the speaker provide no evidence about other relevant information about the city. It is entirely possible that the city is famous for its educational quality, thusly lots of students from other cities come here to purse their study. Without considering the possibility, the assertion about the declined number of students enrolled in Calatrava's public schools is unwise.
Finally, given the assertion that the number of students enrolled must soon decrease significantly, is the recommendation about reducing funding for recreational activities necessary? However the answer is unnecessary. On one hand, the reduced fund on constructing athletic playing fields and other recreational facilities may be unable to meet the need of funds of city facilities and programs used by adults because of the large numbers of adults to use programs and the relatively small scale of budgeted in education. On the other hand, the adults may be not interested in or have no time to spend on these city facilities and programs . Therefore, the author's recommendation that putting the reduced funds budgeted for education into the city facilities and programs is ill-advised.
In summary, in order to make the argument more cogent and persuasive. The author would provide detailed information about the city and the actual number of people in this city and also make sure the feasibility of funding city facilities and programs used primarily by adults. Otherwise I still remain suspect of the recommendation. |
