In any profession—business, politics, education, and government—those inpower should step down after five years. Obviously, leaders’ behaviorand management in a corporation, a college, or a government determine whetherthose institutes can get success or not. Correspondingly, keeping theleadership effective and efficient is consequential to people; in the meantime, how to restrict power and prevent corruption also raise much concernsamong the public. It seems that the recommendation that any person in powersteps down after five years could be a excellent solution to people’s worryabout the power. Yet in many circumstances, this suggestion cannot be adopted,or it might cause some serious problems. Admittedly, any person who isin power for a long time is intent to be corruptive and unwise. ‘Absolute powerleads to absolute corruption’ is a famous proverb that points out the weaknessof human nature. With power, human cannot control himself/herself well so thatthey may accept bribery, or get self-interests through public recourses likeGaddafi and Mubarak who used their power to benefit their family members whenthey were in office for more than twenty years. In addition, both of them, whowere believed to be dictators, did not run their countries well because theycould not accept the right advices---power made them arrogant. Hence, a fixedterm for a leader can prevent him/her from abusing his/her power. However, in some institutes,a fixed term system cannot guarantee a good performance of their leaders. Forexample, Supreme Court of the United States, where the judges do not serve afixed term. In order to keep the judges’ independence and protect them frompartisan pressures, the Congress grant the Justices almost lifetime term. If they follow a fixed term, say five years,the judges might not be independent enough serve the justification for theymight want to please the public or the administration. From this angle, not anyone in power shouldleave office after five years. Even though some leadersshould step down after their terms, whether a five-year term is applicable toevery position remains space to discuss. For instance, a presidency in Americais four years, but in Korea is five years. In nowadays, a fixed term presidencyis almost a signal of democracy around the world, however, how long should apresidency be is up to the people of that country due to the different culturesand different political systems. Meanwhile, in terms of a company or college,the development needs continuous policy and leadership; as a result, frequentchange of leaders will bring about precarious development of theinstitute. Just like Steve Jobs, heserved Apple for his lifetime and led Apple to become the one of most successfulcompanies in the globe. To sum up, it is important torestrict a leader’s term to prevent corruption and to keep a country or anorganization effective and active. However,in some institutes, continuous policy and independence are significant, hence, afixed term might harm those institutes. In addition, a five-year term might notbe proper in all areas due to different situations. |
