Issue 121 题目: Some people claim that you can tell whether a nation is great by looking at the achievements of its rulers, artists, or scientists. Others argue that the surest indicator of a great nation is, in fact, the general welfare of all its people.
Write a response in which you discuss which view more closely aligns with your own position and explain your reasoning for the position you take. In developing and supporting your position, you should address both of the views presented. ======================================================================================== 时间 40 字数 558 (issue时间总到不了30min以内啊。。。。。。。TT) ======================================================================================== Which one is the indicator of a great nation, achievements of rulers, artists and scientists or general welfare of all people? From my perspective, a nations' prosperity is definitely depended on people's welfare. Regardless of the scale of the nation or the stage of development, people are the most important part of a country. And we can also reach this conclusion from analysis of both the people's and the elites' perspective.
The scale and the developing level of a nation don't influence the opinion I hold. Nations which are highly developed like America and the nations that are less developed like China are all examples of such conclusion. Good welfare of the masses is the purpose of all the good governments. Some people may assert that achievements of elites like rulers or scientists can build the nation's spirit and therefore reflect whether a nation is great. Admittedly, those elites do mirror the spirits of a nation, however, we have to also admit that the achievements of them have to be supported or inspired by the masses. Without the welfare of the nation's people, artists and scientists cannot be excellent for the governments' main purposes are to build a greater nation with the majority of people's happiness. As a consequence, it is the masses of a nation that make a strong nation.
Elites of a nation are after all the representatives of small group of the people in that nation. Material requirement is the most basic need that one person emphasizes, and the spiritual aspects have to be settled on people's material enjoyment. As the development of people's mind and getting closer and closer to the realism of people, few people want to be persons with little money and poor living condition despite that they are on fire for arts or scientific research. One may argue that many scientists in the world are people with little money but they are happy and satisfactory. But I have to say that they are in a society that food and medical level are not too bad, which their fundamental needs can be easily met. They are poor, as we judge, but their being poor is relative, which means they are not too poor to afford their meals. And as a result, just their availability of meals and medical security embody the welfare of masses.
The people's welfare is the most significant composition of a nation. If the living condition of the majority of people is poor while the rulers' living condition is great, the people of those nations will no doubt subvert the governments for their tyranny. Examples are everywhere in the history, and the reason of the building process of America is one. Coups in any parts of the world are all made by the dissatisfaction of the people there. Imagine this, if the masses in one nation are all living happy lives, no one will start a coup which will disturb the serenity of their life.
To sum up, the surest indicator of a great nation is the welfare of all the people. Elites may reflect some respects of the nation's developing condition, but happy lives of people are even more significant. Those things happen in both the small and big countries. Masses are the base of a nation and a stable nation or society will never irritate the masses. |
