Regarding your inquiry:

As explained in the TOEFL Bulletin of Information (page 11), if you need to
leave your seat at any time other than the mandatory break period, you must
raise your hand so that the test center administrator can acknowledge you.
The clock will continue to run for the section you were working on at that
time.

Once time has been called for that section（请问这句话是什么意思？）, you cannot go back to finish and
must move on to the next section.

根据你说的跟ETS的解释，看来是跟监考人员的做法一致，这个time has been called for that section，就是你举手花时间离开的那个部分。

ets给的回复意思是，当你举手出去的这段时间内，如果你正进行的section时间用完了，那你就只能做下一个section而不能回头了。

The fact is that I still have 20 minutes left in this section when I came back!!
