IT背景的可以申请北美金融MASTER而不是MBA吗？

majority of the MSF programs in america are for-profit. That is they welcome everybody to apply.  

I think schools don't care if your background is in IT. As far as I know, most finance programs prefer students to have strong quantitative training (i.e. you'll be in trouble if you majored in history). So your IT will work to your advantage.

To give you an example, a friend of mine just graduated from Carnegie Mellon's Computational Finance master program. She had a bachelor degree in EE and did IT consulting for a few years before CMU. She now works in IB.
