这题我当时做的时候也做错了，我当时选的是A，觉得更简洁，搜了一下过去的帖子，我觉得应该是这样的：
A可能会造成歧义：可能的误解A rise makes the health more robust than (the rise made the health) five years ago.即A中five years ago既可以修饰谓语（make）,也可以修饰宾语补语（robust）.
我同意lz的看法，it在这里就是指the construction industry’s economic health ，添加了it is限制在宾补的比较。
