我不是太明白顶楼你说的。not only……but also……的确跟and also相等，从语法上讲，如果B前半截句子改成 helps to control the employer's costs，那么B也是正确的，即使这样，从gmat的sc考试标准来讲，c也比改变了的b好，因为not only……but also是gmat喜欢的平行结构idiom。

可能是我没表达清楚，不好意思 不是经常在and 与 and also两个选项之间选嘛（具体题一下子想不起），and also OG说的就是and 和 also 是属于重复，只用and 就可以了。那么这里为什么又可以用and also
