I don't think Kelley is deliberately hostile to P.R.China. It has its realistic considerations. There are millions of Tibetans around the world who support the Government of Tibet in exile and hold Tibetan passport or refugee card. If these people apply for programs in the states, which country origin will they select? Just think aobut it.
