Ding from Berkeley

Today, I received my first ding from UC- Berkeley, the ding is not a surprise. I received no news ever since I submitted my application. While I just want to know is there anyone from Mainland China was granted an offer this year? Heard a rumor this year saying that Berkeley has greatly cut down the number of international students in 2003, especially for students from Mainland China, most offers are given to Chinese in America. Is this true? Knew it earlier, I would not waste my money trying.
