请教I20的问题

我申请的VT，他家已经给我邮寄了这样的一封信（内容如下）。但是我到现在也没有收到他家的official decision letter 和scholarship的信，只是邮件里面说了！邮件里面说的内容到了签证的时候还是没有用吧？

还有就是他家说给我寄出的I20，我到现在也都还没有收到， 而且寄出了两次，一次是寄到北京，都两个多月了早就没了音信，平信邮局也没有办法查。一次是寄到加拿大，他家好像只能走平信，为了能快点，我让他先寄到加拿大（我一个朋友那里）然后再让我朋友用DHL，这样能快点，可是都两周了，我加拿大的朋友也没有收到我的I20。。。两次都没有收到！！！我都无语了！！！大家觉得这事是不是有点奇怪啊。。。。。。。

大家帮我出出主意吧，我应该咋办比较好啊？这学校不会是唬人的吧。。。。。。。。。。

内容说：Our admissions committee is pleased to inform you that we have recommended to our Graduate School that you be accepted into the Masters of Business Administration (MBA) program at the Pamplin College of Business for the Fall 2009 term. The Graduate School will review your admissions application, and you should be receiving an official decision letter in the very near future. Details on MBA Math and on our program's seat deposit will be forthcoming.

然后又用邮件说了On December 10, 2008, we informed you of your acceptance into the Virginia Tech MBA program. We are pleased to now be in a position to give you more information concerning financial aid.

These funds will be applied towards your tuition and academic fees automatically and are contingent on satisfactory academic performance as defined under the assistantship and/ or fellowship agreement. We trust that you will find combination of our highly regarded MBA program and this attractive financial aid package to be compelling.

要求学校用DHL寄，自己承担费用，货到付款。

用平信，学校真抠门。
