testify to             证明, 证实

testify about/ to proper medical procedures. 是指证明有proper医疗程序, 逻辑有误,

而another doctor's testimony about.... 是指关于有无 proper医疗程序的证明.

ETS 并没有指出关于 testify, testimony的错误。

个人觉得testify about ***表示“证明正确的操作（是什么）”。testimony about 指 “关于正确的操作（是什么）的证明”
