如果一定要用这个句式的话，可能也就这样了，其实拆开成两句说也挺好的，不一定非要套用这个句式

The line of the reseaoning is based on the fact that the golf course and resort hotel were built before tourism in Ocean View increased. Thus new businesses opened there bring Ocean View's tax revenues to rise.

我还是觉得拆成两句话比较好
