Yes. I submitted my application two days before my last recommender submitted his recommendation. Actually that is my way to push him to catch the deadline for me.
If you don't have to push your recommender with this 没有办法的办法, I suggest that u had better be patient for a few more days.
Otherwise it may cause consusion, especially your recommender submitted his letter more than one week after you submitted your application.
