Hi there, I am an alum graduated in 2006. I did apply for the Citi Assist loan for my second year stay. I am not sure exactly when you should apply for the loan because I sorta remember vaguely that you need Social Security Number to apply, which you cannot get before you land. I think the most efficient way is to email the person who sent you the congratulation letter. Absolutely let me know if that doesn't work.
