In contrast, communal thinkers strive for parity among all sides. Therefore, achieving parity of nuclear weaponry between the East and the West is not enough for Western military generals.

Really simple, hierarchical thinker believes in orders (sort of, dominance vs submissive) and communal thinkers belive in balance(that's what parity means here).  The conclusing is that the balanced distribution nuclear power is not enough for westen military generals. Therefore, those macho guys must be those hierarchical thinkers.
