In fact, I think your undersanding of the topic makes more sense in general. Somehow, I just couldn't understand clearly the sentence structure. 我可能做语法题做出毛病来了，看什么都看结构，指代等等, 句子真正的意思反而忽略了。

Break it down to 2 parts:

1. It's the government's responsibility to support arts

2. If something of value is desired, then the government shouldn't put constraints on the output.

我认为其实跑点题目无所谓的,机器先改,人后改,人改的时候肯定已经知道机器的分数了,所以很少有人会故意麻烦找第三个人改的.

内容不是很重要,重要的是结构和连接.

但是如果你申请的学校会看AWA的话还是好好写的好些

我如果遇到这道题会反对：

1. 享受权利就应该承担义务，否则如果不法分子披着艺术家的外衣违法乱纪，那政府无条件的支持岂不助纣为虐。

2. 有限制就不能产生有价值的东东吗？非也，从古到今，从博物馆到野外，价值连城的艺术品都是在限制更多的情况下完成的，现在社会已经自由开放了这么多，有些必要的限制就不能产生有价值的艺术品了？

3. 让步一下，限制不能过分
