几道阅读题请教

2001.05-12.The word “Notwithstanding” in line 2 is closest
   in meaning to
  (A) despite
  (B) because of
  (C) instead of
  (D) regarding
The answer is C, but I think it should be A. Is this answer ‘C’ incorrect?

The answer is A. But I choose C.我觉得C更能从文中直接得出,而A 选项则要延伸下去才能得出,似乎不符合Toefl的解题思路。对答案的正确性存疑。
