第一题E是对的。the devastation and enslavement中的the 没有问题，而且不能缺少这个特指，还原E选项后：Christopher Columbus has come to personify the devastation and enslavement （that have decimated the native peoples of the Western Hemisphere） in the name of progress。decimated peoples 的很明显是devastation and enslavement而不是progress，因为被限定性定语从句修饰，所以devastation and enslavement前面需要加the，特指这一种devastation and enslavement

第一题，从句意的角度来讲，是什么decimate native people?直接原因，devastation和enslavement导致了decimate native people，还有一种可能性是CC这个personify the devastation and enslavement的举动，间接导致了decimate native people。
但是表示某个动作某个举动引发的结果通常不用that从句来表达。再加上直接原因是devastation and enslavement，所以that后面应当是have而不是has，个人见解。

第一题同意E，decimated 含义上指向devastation and ensalvement, 所以是have decimated，复数跳跃修饰devastation and enslavement.
