有道理。试着翻译一下句意：对于许多历史学家来说，CC已经将破坏和奴隶制以进步的名义人性化，而这中所谓的进步已经破坏了西半球的许多当地民族。

E 当中无论TAHT 能否跳跃修饰不对的。因为THE DEVASTATION AND ENSLAVEMENT 作为一个整体应该是单数，后面用HAVE 显然不对的。而且THE NATIVE PEOPLES OF 中的THE 没有必要，因为后面的OF介词结构已经限定了它的范围。

首先，in the name of （以....名义）是个固定词组，不是修饰the devastation and enslavement ，而是做状语修饰personify。

其次，其personify的就应该是特指的devastation and enslavement 。

再次，that have decimated是复数，跳跃修饰devastation and enslavement 而巧妙的避免了歧义（而选项A的最大问题也在此，其that从句单数，可能修饰devastation 、 enslavement和 progress，按照就近原则，that从句应该优先修饰progress这是明显的逻辑错误，其实前面我已经提到了，可能大家没注意看）。

对于第一题，我认为选A， 用单数，Has， 这个是从逻辑的意思里推断出来的。只有Progress才能抽取人员送到西半球。
