I think the reason is quite obvious:
MBA is their flagship program, and thus the resource of the business school go to the MBA first.
getting MMS into the same club as the MBA class will definitely lower the average quality of the club, and make communication within the club, communication with corporation, networking with alumni less efficient.
At the end, the output of the MBA is the most important for the reputation of the class, and ensuring it is the most improtant task of a good business school.
A non-technical pre-experience business MS in US is just........an trade between the school and the student ($$ vs certificate).
