Can F1 Visa be Applied Abroad?

I'm preparing for F1 visa application. Currently I'm working in the UK, and it takes some time for the uni to get me the visa DS160 form. I don't have much time to go back to China - has anybody applied their F1 visa in a third country? Is it doable?

Last time when I was applying for a work permit visa to the UK I had to go back to my home country (China) - I'm told it's a long term visa so the applicants should go back to their home countries.

可以在第三国签，寄托上有第三国的签经，楼主可以去看看
