You may tell the officer money is one of the main reasons for you to take up other schools. Thank him/her and wish the place could be useful for other applicants.

Financial aid is an important, actually the top 1 reason for American students rejecting offers. So it would be totally fine to tell them that you like both programs but the other one offers you more money. Maybe also mention other reasons like location, international student % and placement, etc.

这个没什么牛不牛，除非你据的是H/B/S。如果你不想去，你最好非常礼貌的向他们解释，比如说最近新发生的情况让你觉得去这个学校不是TO YOUR BEST INTEREST,同时不要忘记恭维这个学校几句。不要说钱的事儿，如果你已经决定不去。你的说法很可能让学校做决定增加你的奖学金，到时候你骑虎难下。这个道理就跟在市场上买衣服讨价还价一个道理，不想买就不要乱还价，对双方都是一种尊重。

The school asks for your reason of rejecting the offer is simply for their own record. They will use this information for future recruiting strategy. Unless you mentioned that you haven't made up your mind and there's a chance that you will take the offer if they increase the money amount, they are very unlikely to bargin with you

Just tell them that you have accepted the offer, and the reason is the financial aid amount between the two similar programs. The true respect is telling the truth and believe it or not, this information plays an important role in the school's future recruiting strategy. Each year many universities pay big bucks to consulting companies to find out where their accepted applicants went and why. After all, it is business and two-way selection, there's nothing about hurting the feeling although most of the times we do get hurt by the schools.
