But, comparing the ISOM at UTDallas with that of UFL, I would say that the former one is better assuming you don't have any special consideration. UFL indeed has a relatively bigger name with its business school, but most people are talking about its marketing, finance, accounting, or even management phd program. Its ISOM(DIS previously) phd program is just "OK". However, the ISOM program at UTDallas is getting very stronger in the past few years. You probably can easily have a sense by just checking the program's professor records and the graduate placement in recent years. Besides, the UFL's ISOM program is relatively lacking of research resources; at least, I didn't see there is any project or Lab in this program. Also, the Dallas has a location advantage. Maybe you would say Gainesville is a good place too, but I would assume you're referring to its sunshine and football game, instead of the future job opportunity. Anyway, I just try to provide my 2 cents since I had done a little work on both school's programs.
