I have no idea of the ISOM phd program at GWU. But, comparing the ISOM at UTDallas with that of UFL, I would say that the former one is better assuming  you don't have any special consideration.  UFL indeed has a relatively bigger name with its business school, but most people are talking about its marketing, finance, accounting, or even management phd program. Its ISOM(DIS previously) phd program is just "OK". However, the ISOM program at UTDallas is getting very stronger in the past few years. You probably can easily have a sense by just  checking  the program's professor records and the graduate placement in recent years. Besides, the UFL's ISOM program is relatively lacking of research resources;  at least, I didn't see there is any project or Lab in this program. Also, the Dallas has a location advantage. Maybe you would say Gainesville is a good place too, but I would assume you're referring to its sunshine and football game, instead of the future job opportunity. Anyway, I just try to provide my 2 cents since I had done a little work on both school's programs. Although I didn't go to either of them finally...Again, they are just my personal opinion so don't take them too seriously. -Good luck-

我上个月也收到UFL与你相同program的offer了。我不是做IS的人，但是我发现UFL的faculty很多都在做is，所以我觉得你想做IS的话，去UFL。不过我已经谢绝掉这个offer了。

 Actually the graduate placement in UFL is not that bad and one of the phd student went to UTD(what a small circle the IS field is!)

 however, it's hard to see UF professors' names in top journals.

What do you think about Indians? Comparing them with Chinese professors, who would be better?

As for UFL's professor, I only know Dr.Gary looks like a big name in its IS track. I have no idea about international faculty there.
