有关定冠词the的问题----toefl高分语法

The belief in fairies have existed from earliest times,and the literature of many countries includes tales of fairies and their relationship to humans.

答案： have existed-----has existed

Salt lake city,Utah's capital and largest city,is industrial and banking center.

答案：industrial------an industrial

以上两题都有形容词最高级，而且都是作前置定语修饰名词，但前面都没有加定冠词the, 为什么呢？

什么样的情况下形容词最高级前面不加the呢？

earliest times,earliest ages ,这里把earliest看做形容词原级用

2，这个city是可数，largest 前有Ural's 限定

也就是说如果形容词最高级前面有其他限定词的话，就可以不加the了，是吗？

答案：but the deposits ---------the deposits  但是richest前面为什么没有the呢？
