Your academic background is good enough. I think being a current PhD student is also a plus, because it implies that you have some basic idea about research and that you are determined in the academic career. When choosing schools, a good starting point is to think about what kind of research you want to do in the future (including areas and methodology, as specific as possible) and then find programs that match your interests. ProfCPA's thread has very detailed and helpful information about some top PhD programs in US. You can start from that thread and then dig more information from schools' websites. I would also recommend everyone to apply some more "dream schools". It is worth 60-75USD buying a life-changing opportunity, and you will never know unless you try.
