请教，句子意思。

我怎么觉得都是口语而非书面语阿，没有明显的句子结构好像。本人烂，大体翻译以下

第一个，

For him the issue was whether or not this government of the people,

 by the people could maintain its integrity，对他来说，关键在于这个代表人民的政府，实际上，没有人民政府也难保其完整性

could it remain complete and survive its domestic foes.  ，（接着前面的）这个政府能否(前面的whether)维持自身完整并从国内的困境中存活。

译的比较生硬。功力不够

第二句

In other words, could a few discontented individuals and by that he meant those who led the southern rebellion,换句话说，那一小撮不满的人（and by that he meant的that是指individuals吧？），其实就是他所认为的南方叛军

 could they arbitrarily break up the government and put an end to free government on earth?（像上一题一样，又口语了,they还是那个意思）,他们会击溃政府，使自由政府从此消失吗？

我没啊，在CD上就是受打击的料，习惯了，：P。一开始的话有点不地道，主要现在混得不知道什么是口语了……也是打击造成的
