Pls bear NYWEN's comment in mind. Also to my understanding you do not really need to specifically "apply" for the TA or RA. The ADCOM will judge by your application material and grant the TA or RA or scholarship. For TA and/or RA they will also send you invitation for interview. (not for the admission itself but for the position of TA or RA)
