关于more than 比较级省略问题

Heating oil prices are expected to be higher this year than last.请问这个句子省略之前是怎么样的？
是Heating oil prices are expected to be higher this year than(heating oil prices are expected to be) last year.
还是Heating oil prices are expected to be higher this year than(heating oil prices are ) last year。
但是last year得话，than之后就应该是were了吧，那这样不就不能省略了，为什么原题省略了？

More than 词组中的than 在比较关系中可以自动拥有比较的主语属性，所以这一题你就不要理解省略了哪些，而是把than 看作是自动拥有了 heating oil prices 的意思这样就对啦
