I think Lily's explaination makes sense. 'which' refers to 'California', hence A is not proper.

'amount to'  together = verb.  You don't against 'verb.+ing', do u?

我觉的逻辑上which应该指代non-Hispanic Whites

但是A仍然是错的,因为用了amounts而不是amount

我觉得,与其说是定语,不如说是状语等符合逻辑上的意思

所以才能简化为amounting to........
