OG 1和OG 14 修饰对象的问题——定语从句跳跃修饰

接一个问题：好像在哪个贴子上看见过这样一段话：one of Ns that中that后面的动词用复数，the one of Ns that中that后面的动词用单数。真是这样的吗？我现在没找到反例，大全940就是个正面例子。

不太明白楼上的意思!难道这题大全和OG给出了两个答案!(不知这是不是OG里的题汗的说~~)

我觉得这题根据that从句的内容很好从逻辑上判断修饰的绝不会是amount，怎么把amount
            dump into the Great Lakes呢？再者从时态上看Ｄ项主句是过去式从句动词怎么会是are?实在迷糊OG怎么会选D??

请教楼上的这是哪版OG的第几道题?

个人感觉，
从语法点入手：
1.首先从首句的时态去判断因为这个agreement是在1972年颁布的，所以是reduced。所以排除CE；
2.允许去做某事应该是to dump；排除BE；
剩下就是AD来比较；
从逻辑入手：
看that后面的逻辑含义，应该sth被允许dump into the great lake
其实这个that应该是修饰 phosphates。当然，允许的事情肯定不是发生在现在，那么只能选A；


P.S.其实我一开始在想，因为看到that从句里面有一般现在时，我会联想到是不是在阐述一个客观存在或者是一个法案什么的， 我看到agreement，一开始还以为that是去修饰agreement，后面看如果真要修饰，那么歧义很大，所以排除了这个疑虑...
