关于比较一直弄不清

如何判断是否要采用介宾比较呢？
1、The clothes inside the store looked more appealing than outside the racks.
2、There is one PC for every 32pupils in American four times as many as in China.
第一句话这样表述是错的，而第二句是对的，这是为什么？

我认为第一句话错在比较的应该是the clothes，所以错了，应该改为…than did those outside the racks.但是同理第二句比较的不应该是PC吗？为什么不补全为…as many as there is in China？

因为第一句话有歧义，表意不清
到底是 店里的衣服比放在架子上的衣服看着更有吸引力  还是   这些衣服放在店里比放在架子上看着更有吸引力？？

改写一下，看看是不是能看清楚些区别：
1, The clothes looked more appealing inside the store than outside the racks./ The clothes inside the store looked more appealing than those out side the racks.
2, There is one PC for every 32 pupils in American. There are 4 PCs for every 32*4 pupils in American. There is one PC for every 32*4 pupils in China.
There are 4 PCs for every 32*4 pupils in American four times as many as (there is) in China

第二句，只有主语，比较时不用加助动词
