2) under 840, in C:   the United States petroleum industry’s cost   is incorrect because   's   usually refers to a person or an animal that has life

个人看法:cost of sth to sb,of 紧跟在cost后面表达cost的nature.

但是大全中E这末做完全是未了避免to引起的歧义!E选项:

It is estimated that by the end of the decade the cost to the United States petroleum industry of meeting environmental regulations will be ten percent。如果我们把of/to的位置调换一下:

It is estimated that by the end of the decade the cost of meeting environmental regulations to the United States petroleum industry will be ten percent。

就变成了 the United States petroleum industry的regulation了!to serves cost or regulation?it's not clear.

另:ABDby the end of位置有误,容易引起歧义.C的时态有误!而且ABC’s的表达不够准确!

谢谢 而今迈步从头越 , 虽然有点明白,但是the United States petroleum industry的regulation了!to serves cost or regulation?it's not clear   什么意思啊??

她的意思是to the United States petroleum industry

是修饰cost还是regulation,有歧义
