两道有争议的GWD题，请大家参与！GWD 7-4何GWD24-20

从GWD7-4大家讨论的结果是比较支持B，那么GWD24，我也更偏向于D。这里的省略不会引起歧义，那么能省略就省略，更简洁。前面的have been更对称，这里的charge也更对称。

这道题本来我选了D，后来想想，还是E好。理由：many independent institutions of higher education charge tuition and fees of ，相当于省了前面和后面的，这个在很多题了算错的，相同的谓语动词可以省略或用do代替。E正确的理由，charging这里做形容词修饰those，即使补上charge tuition and fees of ....也只是罗嗦，正因为罗嗦，所以省略。

D中 charge 有动词跟名词2个词性，会不会在这里有歧义？？
如果是N，那么就是institution 跟charge比，错。如果是V，那么跟之前的CHARGE重复，也应该省略
我觉得还是选E。
