为什么不选C？
proposed to reduce...and to subsidize 不也可以平行么？

我这个题一开始也做错了，后来想想主要是两方面

1）意思有细微的差  
A   proposed sth to maintain and to subsidize  ——sth 既maintain又subsidize
c   proposed to reduce sth and to subsidize   —— sth只做reduce的宾语

2）c非常wordy
the amount from the previous year that was allocated for the maintenance of the city's major cultural institutions   黑体字没有紧挨要修饰的词 amount，并且用了从句很罗嗦

反观A，the amount allocated the previous year   是不是更简洁清晰

还有个小问题， by nearly 17 percent, 在c里面变成一个插入语，改变重心
