First, prevent is a transitive verb, not a preposition, like "at". So the rule of "at + noun" can't restrict "prevent"
Second, the "chance" in "as little chance as" is singular, also correct.
Third, "to cause" express "in order to", which should be a purpose. But here "causing" should be better, indicating a consequence.
